Setting the screensaver password payload as such:

The controls are locked/greyed out but the settings, and more importantly, the behavior isn't what's in the payload.

Do you have a separate Login Window profile in use? If you do, try combining the payloads to one profile.
Combining those fixed it on my computer
Likewise combining them fixed it for me. Since we moved to 9.97 I have found the following.
Certificates and Security must be seperate.
Security and Login Windows must be together.
Believe it or not, our Login Window payload is working better now too.
