Smart mobile group with the search criteria of App rating

We would also like know if there is a way to create a smart group for iOS devices that have 17+ apps installed. We are a special needs school where we are trying to improve the students sense of responsibility and want to know if students have unapproved 17+ apps installed. This is so that the teachers can talk to the student and get them to remove the offending app. We don't want to add a restriction to prevent 17+ apps because that will teach them they can do what they like and someone else will protect them.
