Trick to unlock folders via policy or self service?

We have Casper 6 and are installing CS4 to systems. The Photoshop and Illustrator swatches and plug-ins folders are locked during this process. Now the artists can't add their swatches or plug ins unless we manually go unlock the folders for them. Can I use JSS/Casper to unlock those folders without having to go touch each machine? I am guessing a policy to run a unix chmod command once per computer maybe? I think that is the right concept, but could use a hand on the details or any better solutions if you have them.

    Have you tried letting your users install to their home folder? I don't
    remember the Adobe article, or if it was even an Adobe article, but using
    the Application Support folder in the user's Library folder works.

    So, for Photoshop CS4:

    ~/Library/Application Support/Adobe/Adobe Photoshop CS4/Presets

    I've used this before and my users can add their own plugins and swatches.
    Better than monkeying with the Applications folder and then having to
    re-apply permissions after Adobe updates their software.
