I have a user that wants an app updated on their device. This app has been known to have problems when updating, therefore I do not want to update it across all users and devices. Our users do not have access to the App Store. Is it possible for me to push an update for that specific app to a specific device?

If you're using device-based VPP, you can advise the user to delete the app and it will download the latest version. Caution: It will delete the content in the app so if they have files saved within the app, they will be lost.
Otherwise you will need to submit the update all apps button to all devices since the option to update an app on a device individually is not available.
Otherwise, you may need to remove the restriction for the App Store for this particular case to ensure the update is successful before updating all of your users.
