Update Profile to be in Self Service without pushing it

Hello,
We have a profile we need to make some changes to from time to time (specifically a profile for installing User Certificates and WiFi configuration). I'm seeing a problem where when I save the profiles updates, it asks if I want to push it to all installed computers and make it available in Self Service, or just make it available in Self Service. I choose to just make it available (as I don't want to re-issue certificates and/or end up with duplicate certs), but invariably the profile is pushed to a lot of the clients anyway. Is this just a bug with our (somewhat-outdated-due-to-DEP-bug-now-fixed-in-9.98) v 9.92 console (SaaS)?
