User Environment not working?

I created a dock, global pref.and desktop pattern with Composer 8.43. It created a .pkg (or .dmg) file then I re-imaged a new machine and had this run during the image process. After logging into the new machine none of these settings are set. The .pkg ran but the dock, background and global pref. are default. Should this be in a script?

you got to make it a dmg and not a pkg and you want to then FUT (Fill User Templates) and FEU (Fill Existing users) check boxes checked when sending out the DMG.

What if I do only FUT?
Does it make the change only to users who log in for the first time after the policy has been pushed? Because, that is what I'm looking for.
