Is this normal that some of my apps show "codes" and some do not but none of them show the available VPP licenses?

+12Do you have available license codes for those Apps? Those should show the correct amount of valid codes you have.
For the others I don't believe that view will show how many licenses you have, you need to go to Users>Search Content and if you leave the search field blank it will display all Apps you have and how many licenses you have.
