WiFi Certificates and Sierra

I have noticed here that when a new device is joined to my school's wifi network that Sierra no longer asks the user to install the Network Security Certificates as other versions of MacOS have in the past.
Have others found this a problem?
Our JSS relies on that wildcard certificate to allow access to the new device. We are currently having to manually install the wildcard certificate and accompanying trust certificates.
