+24Seems to be a known issue, at least in that others are experiencing it as well. See this thread:

Seems Jamf has released a bit of a lemon in regards to the new Self Service. Things like this should not happen. Self Service is a user facing program that potentially hundreds of thousands of people see, not just us Jamf admins. They need to do better in QA'ing such a release.
+27All about the scroll bar settings in System Preferences--> General. If it's set to "always show scroll bars" this happens.
