Is there something different you have to do to add an Apple TV to DEP? I'm trying to add them in ASM and it keeps giving me the "not accessible" error. Are they different than MacOS and IOS where they need to be turned on and connected first? MR912LL/A is the model I am working with.

+1If it's an Apple TV 3, they don't actually run tvOS and thus does not have the hooks for management through DEP. Recently had to call Apple on this one.
If it's an Apple TV 4, call Apple and ask why it is not in your DEP.
+10I ended up getting it added by using configurator. Very weird. I can't get my test machine to connect without a password now. I have the password set in a config profile scoped to my test machine but it still asks for a password when trying to connect.
