After adding User to FV2 via Policy in High Sierra, UI shows that the user is still not enabled

After adding a user to filevault via a Jamf policy, I'm still getting the message in the System Preferences UI "Some users are not able to unlock the disk"

The user that it shows when unlocking the preference pane, however, is indeed enabled, and I checked by running:

sudo fdesetup list

and also by logging in as that user at the FileVault login window.

Is this just a High Sierra UI bug? Or is something else going on here?

One more thing after testing this morning: This management user is created upon enrollment, and we don't log in as the user.

I just tested, and after I log in as the user, the message goes away.
