HI Airplay option is missing after we enrolled IPads into JSS. They are on the same subnet as the Apple TV's. Other IPads that have not been enrolled into JSS do receive Airplay option

Do you have a Configuration Profile that is scoped to all iPads?

If so, do any of them have an "AirPlay" payload configured?

How do you configure the AirPlay payload

When creating or editing a Configuration Profile under "Mobile Devices", scroll down on the left and click "AirPlay". For these testing purposes, it should not be configured. If AirPlay is configured, be sure to click "AirPlay" then the little "-" button in the top left to remove it from configuration.

Use of the AirPlay payload is usually only for when a device or set of devices should only be able to AirPlay to one Apple TV. In that case, the Apple TV's themselves have to be enrolled for easy selection and configuration. If the Apple TV's are not enrolled, you will need the Device ID from the Apple TV. I believe that can be gotten via some GUI option or plugging in to a computer with iTunes and looking at the UUID, but I am not sure since I don't use the payload at all.
