Allow users to enable Safari extension, while Mac Store is disabled.

Hi Everyone,

I am unable to find an answer the the issue I am facing. Hoping someone can assist me. We have the Mac store disabled in our environment, however we have some Safari extension being deployed via VPP. When users are clicking the extension for Safari they are presented with the following error message below. Is there anyway to restrict the access of the Mac App Store, but still allow users to access Safari extensions in order to enable it?

Is this the only way to go about it? That's frustrating.
