Best Practices for Find My iPad for non-BYOD IOS devices

From what I understand, Find My iPad requires an iCloud account. Is there a way to use Find My iPad on supervised devices without having an iCloud account for each one? We have several carts of iPads that are not assigned to anyone in particular.

It's always been a challenge with shared devices. Apple IDs and iOS devices are designed to be used 1-to-1. We've got a lots of education clients using carts of shared iPads and it does feel like we're going against the grain.

In most cases they are setup with Apple IDs based on their asset tags.
