There's no bulk upload option for Restricted Software. It might be a nice feature for those who have environments where a large list of products need to be set as Restricted Software items.
However, while no bulk upload feature exists, there is always the API, where you could create them programmatically using a file for input, like a csv for example with the relevant information on each title and a script that loops over it, creating each one. I don't have such a script, but I can imagine it can be done.
