Is there a permission setting that specifically restricts users from dragging and organizing their apps?



We have defined the optimal layout with the most used apps on the first page, other apps on second page, and most vital apps on the dock along the bottom.



But now they are not able to drag and organize the apps on their main pages or the dock.



If this is the result of using a profile to initially organize apps on page 1 & 2 and the dock....is there a way to do this AND still allow user to move apps as they want?

The home screen layout means they can't do anything. I wish there were more flexibility but as you can see in this feature request Custom Home Screen Layout - Ability to delete apps - and manage their own folders on non custom pages? it doesn't work at this point. Hopefully Apple gets enough feedback and allows MDMs to loosen the reins...
