Command Line Tools Install Failing

I have downloaded the Xcode Command Line Tools (10.13 9.1 version) from the Apple Developer Page

The install fails on a newly installed 10.13.3 machine. Here is the failure. Any Ideas?

Installing Command Line Tools (macOS High Sierra version 10.13).pkg...
Installation failed. The installer reported: Operation not permitted
installer: Package name is Command Line Tools (macOS High Sierra version 10.13)
installer: Installing at base path /
installer: The install failed (The Installer encountered an error that caused the installation to fail. Contact the software manufacturer for assistance.)

Due to a proxy issue I have yet to figure out I cannot use Software Update to do the install.

Trying again from a Self Service Policy I get the following error.

I did not test this but since "everybody" is tricking SUS to get command line tools i would "capture" the package from there.

On our NetSUS I see
Product ID: 091-29862 for 10.12 version 9.2
Product ID: 091-29860 for 10.13 version 9.2
E.g. munki can do that nicely https://github.com/munki/munki/wiki/Pkginfo-For-Apple-Software-Updates
munkiimport --apple-update 091-29860
