I just disable the sharing pref pane from users being able to access it and they cannot change the name. The other option is that I wrote a script (a set actually) that cache the computer name to a receipt file and then check it daily and if it is not named right, it gets renamed.

I know that doesn't answer your question, but maybe it is a solution you can look at to help you keep a standard naming convention.
