Configuration policy not applied on user level

I'm trying to apply restrictions on a user-level using a configuration profile.

I want to block access to certain System Preferences, but not for all users. Therefore i've excluded these using LDAP/Local Users

The policy is not applied at all, to none of the users. Whenever I switch to Computer Level things work fine and as expected. Although all users are affected (what I don't want)

Note: JSS 9.61, OS X 10.10.1 clients

Are the user accounts that you want to be managed listed under "MDM Capable Users" in the computer's inventory?

No, @bvrooman these users are not listed. I see the list of MDM Capable Users are all AD-users. The users I want to manage are local accounts.
