Default Text Encoding Outlook for Mac 2011

Has anyone successfully deployed the default text encoding option for outlook for mac?
I tried composer and it did not give me anything.

We use a User Level MCX for Outlook 2011,

com.microsoft.Outlook Use_default_text_encoding_pref (Set to True)

User level MCX settings don't work for 10.10, so we're adding to a config profile for those machines.

We're setting the font family & size, is that what you meant?

The Preferred text encoding for new messages tick box (UTF-8) for example.

Just one more question, do you set it as Computer level or User level?
