Hey Jason,
Im not in front of one of our machines at the moment, but if memory serves, yu can find the cached packages under /Library/Application Support/JAMF/Waiting Room/
Deleting the from that directory will remove them from being run as cached packages.

The cached packages are located in:
/Library/Application Support/JAMF/Usage/Waiting Room/
(not /Library/Application Support/JAMF/Waiting Room/)

I think the problem will probably be in reproducing it. I guess I've always dismissed it as people were using their computers they hit a return or other keystroke just as the window came up so it was essentially clicked 'ok'.... At /Library/Application Support/JAMF/ there is a Waiting Room and Usage folders (as of this posting in 2014)
For a cached package that I deployed but did not want to execute I used Casper Remote to find and remove the .dmg file that was found in /Library/Application Support/JAMF/Waiting Room/
After running an inventory this updated the JSS to show that no cache packages were on the target machine anymore. Flushing of the system caches or user caches does not work to remove a cached dmg package.
