Is there a way to Disable/ Kill Time Machine?
I have it setup in Restricted Software but it doesn't seem to be working.

You disable it by deploying a configuration profile at computer level. Look in Restrictions-->Preferences. Enable Restrict Items in System Preferences. Scroll to the bottom and enable Time Machine. Save it and test it.

I think that only grey out the icon on system pref, but the app can still be launched in app folder.

How are you blocking the app? The process name or the app name?
