Discovery response from 'Hostname' running version 17.3.4. is rejected

My thoughts were that the controller was supposed to downgrade or upgrade an AP if the versions did not match to match the controller.  Is that not how this works?  Or do I need to update the controller to match the 60 AP's we just bought?
