Does a user need to be logged in for a Policy to run?

I have a simple softwareupdate payload policy with a sudo reboot command that works wonderfully. Only question - many of my users log out completely and just let the mac sit on login window. Will my policies still run? I have them set to run at night, once a week.

Policies run as root and how/when they run are determined by triggers. The only time a policy requires a user to be logged in to run is if it’s a self service only policy, or it only has login/logout triggers for the policy set.
