We need to downgrade a bunch of machines back to safari 17.3 from our recent update to 17.4 as the devs need it for their contract work with our clients, any ideas on how to do this?

you can't. You'll need to downgrade the OS to the version that has Safari 17.3 and block updates.
Safari is.. special..

option 2 is to run the version of macOS required in a VM.. caveats apply..

Apple does not allow downgrades of their software. Apples belief is you should be doing development on beta releases, which blows my mind. Either way, your best option is to have the devs run VM's if that is palatable or get something like Mac Stadium or Amazon EC2 for that kind of development.
