When trying to create managed preference to force pw for screensaver or wake, it asks what level to apply the preference. As we don't have AD to be able to apply a user level preference, I thought we could select computer level but that's not an option - only user level enforced, user level every, user level next and unmanaged. Am I misunderstanding the level option?

easy question: require password screensave/wake & applying level
+3+5use "Configuration Profiles" -> New->General--> you will see "Level" (Computer Level or User Level) (Name: your custom name, Category: your custom category, Distribution Method: Install Automatically) than add the "Security & Privacy" payload to configure the password/screen saver settings.
