Enabling ARD kills all remote access

My team uses Apple Remote Desktop, but I'm using Casper 8.73 to image several machines in a small project.

When I use Casper Remote to log into a newly imaged machine I turn on ARD in Sharing, and as soon as I log out the machine becomes unresponsive to SSH (Casper Remote login, ssh login from the command line) and ARD.

Casper Remote just times out. SSH gives me this error "ssh_exchange_identification: Connection closed by remote host". And ARD says "Please make sure that Screen Sharing (in the Sharing section of System Preferences) is enabled on the computer to which you are attempting to connect. Also make sure your network connection is working properly." And If I try Screen Sharing manually (since the machine is inside our firewall) it fails just like ARD.

The client is running 10.9.1 (have yet to create a new 10.9.2 base image).

Any thoughts?

When you enabled ard did you enable it only for one certain account? If so, is that account different than your has management account?
