enforce mobile device name checkbox does not appear

Hello,

When I attempted to update device name for an iPhone, the checkbox for 'enforce mobile device name' does not appear, why?

This iPhone is running iOS 10.2.1
JSS Server 9.97

    I just learned that this iPhone is not DEP enrolled which is why the 'enforce mobile device name' checkbox does not appear.
