Exclude macs from all the policies

In our environment, there are few macs managed by developer themselves, they do not want to receive any policy.However i want to keep them enrolled in jamf.
I can create a static group and add them to Policy scope->exclusion, but we have hundreds of policies and its really a pain to scope in each and every one.So i am trying to find a better way.....Thanks in advance.

Note: We are not adding Sites to the policies.(Not a best Practice)

This has got to be something you can accomplish with the API. I found a thread from a few years back that might provide some guidance. I don't do enough int he API to have something for you quickly, but this is heading in the proper direction.
