I don´t know if it is a new thing (propably not), but the keyboard layout at startup when users have to open the filevault to startup, can this be set somewhere so it matches the keyboard layout that user has setup on Mojave
I have lately have some users that have set a password with nomad and using a specific keyboard layout. But it seems at restart with filevault, it sets default to US and is of course a big issue is using special characters and users thinking they type it correctly but the layout is wrong

You can also try a Login Window configuration profile that allows "Show input menu in login window"

You can now fix this issue from System Preferences in macOS 10.15 Catalina. No need to change property lists or delete UEFI caches. For those who prefer to use the graphical user interface, that is.
