Force Ios Update doesn't work?

Hello all, I would like to roll out the Ios update 14.4. I have created a Smart Group and also requested the update to all iPhones via Action Command, but unfortunately it is not forced.
Does anyone have an idea how I can force the update?

I imagine that the phones have a lock code / touch ID / face ID enabled, right?

To force download and install first the lock code needs to be removed.
