Yep. It's a known issue. I talked to support and here's the fix (worked
for me):

If you then do not have an Install button (but rather Uninstall), do this:
"To get around this, first unschedule the monitor services section in the
Automated Maintenance section of the server, then stop the web application
again. If the web application is showing as stopped, then refresh the JSS
Setup Utility with the Refresh button at the top of the window."
