Help getting FileVault going

Im having a heck of a time getting FV2 going. I was working on our initial test but now its not.

1. I have a default encryption config created in settings (personal key)
2. I setup a Policy to Apple Disk Encryption, 6 six logons*
3. Set scope and go
4. The prompt to enabled on logon works, and encryption seems to get enabled

Problem: The recovery key does not make it into the JSS. Under Computer Name > Management > Filevault says "Not Configured"

*our techs touch the machines first (after DEP/Prestage) with a local admin account, so I tell them not to click "Enable Encryption" when logging into the local account.
