High Sierra 10.13.2 syncing ~/Library to SMB Home Directory

Yesterday I noticed that our clients that have updated to 10.13.2 suddenly has started syncing parts of their ~/Library folders to their Windows hosted home directories mounted over SMB. This is a bit surprising since portable home directory and preference syncing has been disabled in our environment for years.
I'm guessing we might have seen this on 10.13.1 and .0 as well if it wasn't for the fact that the home directories reside on a hidden SMB share (ending with $) which meant that they would not automount on those versions of High Sierra.

Has anyone else experienced this recently?
Any idea of how to disable it now that PHD and related files such as com.apple.homeSync.plist is gone from the OS (good riddance)?

"Syncing" might be the wrong choice of word. Part of the ~/Library directory structure is written to the SMB mounted home directory.
