How do I deploy ebooks to ipads with managed apple ids?

I can see the book in self service but "Install" takes you to the ibookstore and then you get the message you are not allowed to purchase content...

    You're still able to invite managed AppleIDs to your VPP account, and they can download that content once it's in the purchase history. The lame part is that you still need to jump through the hoops of the invite.
