How do you add com.apple.webapp to allowed Apps

I need to allow only access to certain webpages and block Safari in general and have not found a way yet.  In doing webclips I know have 6 bookmarks on the homepage that can't be deleted either with the removable feature checked.

Here is the list you get when you add the  com.apple.webapp  to the allowed apps list and it's not in it.

Type your app name into the search field and at the bottom of the list you'll see your search term/app name along with a plus symbol. Paste com.apple.webapp into the Bundle ID field and Bob's your uncle.

com.apple.webapp  use this in both "App Name" & "Bundle ID"
