how to create admins for a specific iPads, department and even for smart group

Hi,all!
Today lets discuss how to create several JSS users with full Privileges who will be able to work with only several iPads. For example we have two different departments and want to add two different subadmins to moderate each department. So that SubAdmin 1 can't work with iPads in Department 2 and SubAdmin 2 can't work with iPads in Department 1. if it's possible the next step will be to create JSS users with full Privileges for a specific smart group.
Any ideas?
