How to detect External storage device connection to the Mac, check Encryption status and prompt to enable encryption if it is not done already?

We have a requirement to detect the connection of External Storage device to the Mac, check if it is encrypted, If not, prompt to encrypt with password.
Any idea on how this can be done?
