How to disable "rotate left" keyboard shortcut for Finder

I manage a bunch of macs in a multimedia environment. After we updated all of our production machines to Mojave we are running into an issue where users are rotating source footage through finder. I have been able to disable the quick action finder buttons and menu items but none of that disables the "Cmd + R" keyboard shortcut. Is there a way to disable this shortcut? Its not showing up in the system preferences Keyboard section, finder preferences, or in the user's symbolichotkey.plist file.

Any information on this would be greatly appreciated!

This was so infuriating when Mojave came out. I went with this method, reassigned "Show Original" to cmd-R specifically for Finder. https://daringfireball.net/linked/2019/09/05/fleishman-command-key-spotlight
