Initial iPad Dock Setting that Allows User to Edit

Good morning, is there a way to set the initial dock and app layout on an iPad, without permanently enforcing it with a configuration profile?

It's been over a year since I posted this, and the need is still the same. Has anyone found a solution for this in their environment?
