Ipad DEP Configuration

our school just bought about 30 iPads from another school. My intent was to just use these devices internally and not worry about enrollment in JSS and manage them on our own. However I have a handful of devices that state during setup......"The configuration for your iPad could not be downloaded. This device must be configured using the device enrollment program" I have tried on one device and removed it from the DEP so it should just be a normal iPad, but I still cannot get past this step, and have been trying for a few weeks even after removal.

Help?

Are they at iOS 11? If not, you may need to go through the setup assistant with no pre-stage enrollment, then update them, then wipe them, and THEN try adding them to DEP. Please check with your Apple SE to verify first (because I'd hate for you to go through all that and then find out I'm wrong), but I remember hearing that we would soon be able to add devices to DEP that were previously owned by another institution. I believe I also remember hearing about a (30 day?) waiting period.

That was never an option before - previously for a device to be DEPable (yes, I just made that a word) you had to purchase directly from Apple. I remember hearing from our SE at an event over the summer that this was coming, but I haven't heard about it since and don't remember hearing anything at the launch events...

Yah these are pre IOS 11, the interesting part is that all the other devices were transferred fine except for this one. I personally don't care if its enrolled or not as its just one iPad, I just want it to function and as of right now I'm stuck on the configuration screen that I cannot get around. I figured by removing it from DEP which I did, it would turn into a standard purchased iPad which is what I read everywhere, but for some reason this iPads not buying that.....

maybe try a DFU restore and then attempt again? this is curious...
