iPad Wallpaper and Lock Screen Background - Push

I'm looking for a way to push a customized iPad Wallpaper and Lock Screen Background. I'm guessing it might be done using a webclip or in house app. Has anyone tried this?

So far, the only way I've seen via a supported solution is with Apple Configurator.
