iPads not checking into JAMF

So we've run into a problem at one of my schools that some iPads aren't checking into JAMF. We have checked everything we can think of in terms of things that can go wrong; They are in the correct prestage enrollment, the serial numbers line up, we have resent commands, etc. We've even tried restoring it completely and reenrolling it and it STILL won't check in. We even rebooted the server to no avail.

The weird thing is these are all from one corner of the building in our third grade classes. The students have iPads 1:1 and there are about half in each of the three classes we've gotten our hands on that are unable to check in. Has anyone else had any similar issues that they've been able to resolve?

Edit: I should mention that we have moved the iPads away from that wing and have tested all of the above in different parts of the school where they would be connecting to different access points. Nothing has seemed to fix it.

To rule some things out, I take it other iPads are checking in and getting profiles etc ok from the same JSS? That would most likely rule out the server as a culprit, along with APNS certs and the servers access to the relevant APNS servers.

What happens if you un-enroll and re-enroll a device?

Shameless plug but I would recommend testing APNS reachability from one of the iPads using this app: https://itunes.apple.com/gb/app/services-test/id663823983?mt=8

Another possibility:

I had an issue where a config profile was deleted before it was un-scoped and it gummed things up. Check in with your TAM. A quick WebEx and they can check this out an run a command to fix it.
