Is there a way to enroll by serial number without DEP?

I want to give permission to user initiate enrolment to only company owned macs which are not in DEP. I have their serial numbers. Is there any extension attribute which can check devices serial numbers by listed serial numbers within extension attribute?

You'd have to create this yourself, this is exactly what DEP is designed to do. You could create an enrollment policy that runs a script to perform a check against a list, or an extension attribute script that will flag the device for action (like running a removeFramework).
