+1we found server do not generate traffic to Apple by APNs (2195/2196)
we capture all traffic from JAMF server network adaptor, and found there is no traffic to Apple by 2195/2196
also we telnet JAMF server, found 2195 and 2196 port do not open.
we already have setup "Push certificate" on JAMF
so what is the problems?

+5Have you opened up the necessary ports on any firewalls you have either at the server or network level?
Check JAMF's documentation on what ports are used to determine if everything is opened that needs to be. Additionally check at the client level using twocanoe's push diagnostics app. If the server is macOS based you can use Push Diagnostics their as well.
