Using managed distribution to deploy apps to 400+ users (thousands of licenses), we have discovered that each time when we assign an app or revoke it (even from one user), JSS will go through ALL licenses for ALL the users, checking all of them on Apple's VPP servers. This takes 45 minutes every single time, which is extremely time consuming and does not make things simple at all.

+6This is a known issue. Have you upgraded to 9.5 yet? We are upgrading today, and hoping it will help. Here is a discussion thread I started a few weeks back about this issue:
