I've got a help desk request going on with this but thought I would throw it out to the masses as well.
My JSS is allowing traffic from one SSID and not another (which is of course the one that the iPads need to be on and are configured to do so automatically). When connected to any device on that bad SSID, I am not able to connect to the JSS. If I create a new SSID or use a different one, I can connect right up. Any ideas with this one?

It probably won't be the JSS.

Get a hold of this app and put it on a test iPad. http://www.amsys.co.uk/2013/blog/amsyss-services-test-iphone-app/

See if that reports if the correct address and ports are open.

Sounds like a firewall issue. Do you have a Network Engineering team to talk to about it?

You could do some initial testing using; ( from a workstation on that network )

nslookup jsshostname

DeathStar:~ D4$ nslookup chewbacca
Server: 10.34.24.41
Address: 10.34.24.41#53

Name: chewbacca.cenet.edu
Address: 10.105.216.99

traceroute jsshostname or ip

DeathStar:~ D4$ traceroute 10.105.216.99
traceroute to 10.105.216.99 (10.105.216.99), 64 hops max, 52 byte packets
 1 10.105.210.1 (10.105.210.1) 2.037 ms 2.414 ms 1.724 ms
 2 chewbacca.cenet.edu (10.105.216.99) 0.663 ms 0.653 ms 0.413 ms

telnet jsshostname 8443

DeathStar:~ D4$ telnet chewbacca 8443
Trying 10.105.216.99...
