Has anyone run into the issue of having a LACP virtual ethernet connection on OS X Mountain Lion Server, v. 2.2.1 and it not showing up as an available interface in the Server.app GUI?

It seems to be an issue with Mountain Lion Server that was never resolved. I've tried adding a string for the connection in the /etc/bootpd.plist through terminal but still no dice. Because of it not showing up as an available interface, netboot is impossible. Has anyone encountered this and/or developed a workaround? Any help would be appreciated.

Yep. Worked through this with Apple. Their "solution" was Mavericks server. Said they weren't going to backport the fix either.

On a positive note I can tell you that LACP connections work properly with NetBoot in Mavericks server.
