Lion Server Permissions Issues?

We setup a new JSS on 10.7.2 Server and our Casper Share is on a RAID'd Internal HDD in our Mac Pro. For some reason permissions on Lion Server are different where ever I look! Get Info and its different then Server.app -> File Sharing which is different from Storage Tab Permissions. Is there a bug with Lion Server Permissions??? Everything ends up "Custom" even if I change them to something else. Whenever I upload a package to Casper Admin is by default is unreadable no matter what I do.

First rule of Mac OS X Server: Never manage permissions via the Finder. :)
If anything, use Server Admin.

Second rule of Mac OS X Server: If the various parts of the graphic interface fail, hop to the command line: ls -lae <--- Your new best friend. The order of the options does not matter. This command will show you the POSIX and ACL permissions, and hopefully solve your confusion.

I only used the GUI as a form of troubleshooting in this case. server.app, system pref, and terminal all show different things.
