Just wanted to give everyone a heads up. Microsoft released an updated version of Lync, 14.0.8:

For me, it fixes the GAL issue and downloads fresh GAL on it's own without a problem. It is now officially "made" for Mavericks. Download and try it out.

nothing on the check for updates link within Lync.

Still doesn't fix the issue where lync will only use the internal webcam for video. 14.0.6 is the last build that worked. I don't understand why they don't have a menu to select which webcam you want to use!

Thankfully, it appears to be addressing the Mavericks issues:
"Update enables Lync for Mac 2011 to run in Mac OS X Mavericks"
I can confirm that it fixes the GAL issues in 10.9...

Heads up that the update package sets the file ownership of the Lync app and the MeetingJoinPlugin to 502:20 which basically makes it writable by the vast majority of users. So if file ownership is important in your environment (which should include everyone) you may want to repackage Lync yourself after changing ownership to something more appropriate.

Le sigh. I've reproduced and reported the 502:20 ownership issue to my contacts at Microsoft.

Definitely repackage.
